MCSIA National Driver Register (NDR)

What is the MCSIA?
The Motor Carrier Safety Improvement Act (MCSIA) is a federal mandate instituted to enhance highway safety. This act imposes stricter penalties on drivers who operate commercial motor vehicles as well as imposing additional requirements for non-commercial drivers.
The MCSIA requires Pennsylvania to check the National Driver Register (NDR), which provides the names of states in which you have a restricted or suspended license.
How this affects you
The MCSIA requires both commercial and non-commercial drivers to reconcile all outstanding driver sanctions (suspensions, revocations, cancellations, or withdrawals) in all states prior to obtaining any driver’s license product, including a learner’s permit, in Pennsylvania.
The specifics of the MCSIA
The Pennsylvania Department of Transportation (PennDOT) will check the NDR prior to issuing a license or license product.
PennDOT will also check the NDR six months prior to renewing a license. If you are sanctioned or suspended in another state, PennDOT sends you notification with information on how to resolve the issue.
Finally, PennDOT will repeat their check with the NDR three months prior to renewing your license. If you are still sanctioned, suspended, or revoked in another state, they will send a second notification.
